Smaller sprocket in the front or Bigger sprocket in the back?

Definitely

Yep, no doubt you will notice it. Depending on your current gearing, 6-8% increase in effective torque right across the rpm range. If you decide you need more, your stock chain will likely allow a tooth or two more in the rear after the front is -1. Unless you're one of the parking lot stunters, you shouldn't need more than that. Especially on an R1!
