Why is it that all of the smaller race bikes I see i.e. RS 125, NSR 250/50's... are older... as in mid to late 90's. I know that several manufacturers are still producing these race bikes (some of them are street legal) you can purchase. Is it basically because new race bike are ridiculously expensive?

Thay were mostly sold in Europe.  The EPA stopped mass amounts of street legal 2 strokes in the early 90's through regulations .  Well Japan doesn't think their is a US market for them, and unfourtunely are right.
Europe has new emission standards(EURO2) in 2006.  They are almost as strick as CA. That is why you see 50 state models now. Where is the CA model?  Don't need one.  Most liter bike in 2006 gained about 15 pounds around the ass.  H.P. was the same or less.
In Europe  the whole liceses process is different.  Unlike in the US they can't go buy a 1000cc bike for their first.  They have to work their way up.  The 50, 125 are much more appealing than a scooter.

This responce is some fact and some speculation, please correct me if I am way off.

Methinks you are confusing race bikes with street bikes. Production race bikes are still made, albeit in small quantities, by hand, and cost an arm and a leg, and sometimes require a racing resume. Plenty of year 2000-2006 model Honda RS125, RS250, and Yamaha TZ250 models are out there. But they only make a couple dozen of each a year so there aren't a lot on the used market.

I don't know why they stopped making street bikes like the NSR250, TZR250, and RGV250. Maybe the Japanese domestic market (with its tiered licensing restrictiing riders to 250cc and 400cc steps before the big bikes) wasn't enough to support them.
